Our advice after more than 25 years with smart cards and tokens =>
§1 - When you select where to store the private keys for your users please consider all use cases you can think of and especially what kind of devices your users have. PCs, laptops, Mac, phones, tablets, medical equipment, etc. (USB-A readers with a 2 meter cable is not that nice with a phone)
§3 - Normally you should pay attention to standards... but the smart card industry does not pay that much attention to agree on for example ISO 7816-15 so you will have to make your choise based on other parameters.
§4 - Make sure you select a card/token with the applications you need; PKI, FIDO2, Mifare, EM4xxxx, etc.
§5 - How many keypairs and certificates do you intend to store? Can the card/token handle what you want to do?
